國家發改委等部門印發關于大力實施可再生能源替代行動的指導意見
日前,國家(jia)發(fa)展(zhan)改革委等部門聯(lian)合(he)印發(fa)關于大力(li)(li)實施(shi)可(ke)再生(sheng)能(neng)源替代行(xing)動(dong)的指導意見(jian),大力(li)(li)實施(shi)可(ke)再生(sheng)能(neng)源替代,穩步發(fa)展(zhan)生(sheng)物質(zhi)發(fa)電(dian),鼓勵生(sheng)物質(zhi)發(fa)電(dian)項目(mu)提供調峰等輔助(zhu)服務。推進農林廢(fei)棄物、禽(qin)畜糞(fen)污等與農村有機垃圾等協同(tong)處(chu)理(li),合(he)理(li)布局生(sheng)物質(zhi)發(fa)電(dian)、集中式(shi)生(sheng)物質(zhi)清潔(jie)供暖(nuan)和(he)生(sheng)物天(tian)然(ran)氣項目(mu)。全文如下(xia): 一(yi)、總(zong)體(ti)要求 大(da)(da)力(li)實施(shi)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)替(ti)(ti)(ti)代(dai)(dai),以(yi)習近平(ping)新(xin)(xin)(xin)時代(dai)(dai)中國(guo)特色社(she)會主義思想為指導,貫徹“四個(ge)革(ge)命、一(yi)(yi)個(ge)合(he)作”能(neng)源(yuan)安全(quan)(quan)新(xin)(xin)(xin)戰略,堅(jian)持統(tong)(tong)(tong)(tong)籌謀劃、安全(quan)(quan)替(ti)(ti)(ti)代(dai)(dai),正確處理傳統(tong)(tong)(tong)(tong)能(neng)源(yuan)和新(xin)(xin)(xin)能(neng)源(yuan)“破”與“立(li)”的關系,源(yuan)網(wang)荷儲(chu)一(yi)(yi)體(ti)推進(jin)(jin),全(quan)(quan)面提升可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)安全(quan)(quan)可(ke)(ke)(ke)(ke)靠供(gong)(gong)應(ying)能(neng)力(li);供(gong)(gong)需(xu)統(tong)(tong)(tong)(tong)籌、有序替(ti)(ti)(ti)代(dai)(dai),統(tong)(tong)(tong)(tong)籌可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)供(gong)(gong)給與重點領域(yu)綠色能(neng)源(yuan)消費,加快推進(jin)(jin)增量(liang)(liang)替(ti)(ti)(ti)代(dai)(dai),穩步(bu)擴大(da)(da)存量(liang)(liang)替(ti)(ti)(ti)代(dai)(dai),穩妥推動可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)有序替(ti)(ti)(ti)代(dai)(dai)傳統(tong)(tong)(tong)(tong)化(hua)石能(neng)源(yuan);協同融合(he)、多元替(ti)(ti)(ti)代(dai)(dai),協同推進(jin)(jin)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)與工業、交通、建筑、農(nong)業農(nong)村等領域(yu)融合(he)替(ti)(ti)(ti)代(dai)(dai),經(jing)濟高效(xiao)推進(jin)(jin)發(fa)(fa)電、供(gong)(gong)熱、制氣、制氫多元發(fa)(fa)展和替(ti)(ti)(ti)代(dai)(dai);科技引領、創新(xin)(xin)(xin)替(ti)(ti)(ti)代(dai)(dai),大(da)(da)力(li)推動新(xin)(xin)(xin)技術攻關試點,創新(xin)(xin)(xin)體(ti)制機制,加快培育可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)替(ti)(ti)(ti)代(dai)(dai)的新(xin)(xin)(xin)場景、新(xin)(xin)(xin)模(mo)式、新(xin)(xin)(xin)業態。“十四五(wu)(wu)”重點領域(yu)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)替(ti)(ti)(ti)代(dai)(dai)取得積極進(jin)(jin)展,2025年(nian)(nian)全(quan)(quan)國(guo)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)消費量(liang)(liang)達(da)到(dao)11億(yi)噸(dun)標煤以(yi)上。“十五(wu)(wu)五(wu)(wu)”各領域(yu)優先利(li)用(yong)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)的生(sheng)(sheng)(sheng)(sheng)(sheng)產生(sheng)(sheng)(sheng)(sheng)(sheng)活方(fang)式基本形成(cheng),2030年(nian)(nian)全(quan)(quan)國(guo)可(ke)(ke)(ke)(ke)再(zai)(zai)(zai)生(sheng)(sheng)(sheng)(sheng)(sheng)能(neng)源(yuan)消費量(liang)(liang)達(da)到(dao)15億(yi)噸(dun)標煤以(yi)上,有力(li)支撐實現2030年(nian)(nian)碳達(da)峰目(mu)標。 二、著力提升可再生能源安全可靠(kao)替代能力 (一)全(quan)面提升可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源供(gong)給能(neng)(neng)力。加(jia)快推(tui)進(jin)以沙漠(mo)、戈壁(bi)、荒漠(mo)地(di)區為重點的大型(xing)風電光伏基地(di)建(jian)(jian)設,推(tui)動(dong)海上風電集群化開(kai)發(fa)。科(ke)學有序推(tui)進(jin)大型(xing)水電基地(di)建(jian)(jian)設,統籌推(tui)進(jin)水風光綜合(he)開(kai)發(fa)。就近開(kai)發(fa)分布式可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源。穩步發(fa)展(zhan)生(sheng)(sheng)(sheng)物(wu)質(zhi)發(fa)電,推(tui)動(dong)光熱發(fa)電規模化發(fa)展(zhan)。加(jia)快提升可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源資(zi)源評估、功率(lv)預測(ce)、智慧調控能(neng)(neng)力。推(tui)進(jin)構網(wang)型(xing)新能(neng)(neng)源、長時間尺度(du)功率(lv)預測(ce)等新技術應(ying)用。因地(di)制宜發(fa)展(zhan)生(sheng)(sheng)(sheng)物(wu)天然(ran)氣和生(sheng)(sheng)(sheng)物(wu)柴油(you)、生(sheng)(sheng)(sheng)物(wu)航煤等綠色燃料,積極有序發(fa)展(zhan)可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源制氫。促進(jin)地(di)熱能(neng)(neng)資(zi)源合(he)理高效(xiao)利(li)(li)用,推(tui)動(dong)波浪能(neng)(neng)、潮流能(neng)(neng)、溫差能(neng)(neng)等規模化利(li)(li)用。推(tui)動(dong)建(jian)(jian)立(li)可(ke)(ke)再(zai)(zai)生(sheng)(sheng)(sheng)能(neng)(neng)源與傳統能(neng)(neng)源協(xie)同互補、梯級綜合(he)利(li)(li)用的供(gong)熱體系。 (二(er))加(jia)快(kuai)可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)配(pei)套(tao)基礎(chu)設施建(jian)設。推(tui)(tui)進柔性(xing)直流(liu)(liu)輸(shu)電(dian)(dian)、交直流(liu)(liu)混合配(pei)電(dian)(dian)網(wang)(wang)(wang)等(deng)先(xian)進技術迭代,加(jia)快(kuai)建(jian)設數字化(hua)(hua)智(zhi)能(neng)(neng)(neng)化(hua)(hua)電(dian)(dian)網(wang)(wang)(wang)。加(jia)強可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)和電(dian)(dian)力(li)發(fa)展(zhan)規劃的銜接(jie)(jie),推(tui)(tui)動(dong)(dong)網(wang)(wang)(wang)源(yuan)協(xie)調發(fa)展(zhan)。推(tui)(tui)動(dong)(dong)電(dian)(dian)網(wang)(wang)(wang)主(zhu)干(gan)網(wang)(wang)(wang)架提(ti)質升(sheng)級,加(jia)強跨省跨區輸(shu)電(dian)(dian)通道建(jian)設,優化(hua)(hua)調度控制(zhi),優先(xian)調度可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)電(dian)(dian)力(li)。持續優化(hua)(hua)配(pei)電(dian)(dian)網(wang)(wang)(wang)網(wang)(wang)(wang)架結構,加(jia)快(kuai)配(pei)電(dian)(dian)網(wang)(wang)(wang)一(yi)、二(er)次融合和智(zhi)能(neng)(neng)(neng)化(hua)(hua)升(sheng)級,優化(hua)(hua)配(pei)電(dian)(dian)網(wang)(wang)(wang)調度機(ji)制(zhi),提(ti)升(sheng)配(pei)電(dian)(dian)網(wang)(wang)(wang)靈活性(xing)和承載力(li),支撐分布式(shi)可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)快(kuai)速發(fa)展(zhan)。加(jia)強熱力(li)、燃氣管(guan)網(wang)(wang)(wang)及氫能(neng)(neng)(neng)供(gong)應網(wang)(wang)(wang)絡等(deng)基礎(chu)設施建(jian)設和升(sheng)級改(gai)造,強化(hua)(hua)管(guan)網(wang)(wang)(wang)互(hu)聯互(hu)通,就(jiu)近接(jie)(jie)納更多(duo)非電(dian)(dian)可再(zai)生(sheng)(sheng)能(neng)(neng)(neng)源(yuan)。 (三)深(shen)入挖掘需求側資源調(diao)(diao)控潛(qian)力。積極拓寬需求響(xiang)(xiang)應(ying)(ying)主(zhu)體范(fan)圍,加快構(gou)建需求響(xiang)(xiang)應(ying)(ying)資源庫(ku)。鼓勵具備充(chong)放電能(neng)力的(de)需求響(xiang)(xiang)應(ying)(ying)主(zhu)體參(can)與電力市場。支持具備條(tiao)件的(de)地(di)區,通(tong)過實施尖峰電價、拉大現貨市場限價區間等手段引導(dao)電力用(yong)戶調(diao)(diao)整(zheng)用(yong)電行為。強(qiang)化(hua)工業、建筑、交(jiao)通(tong)等重(zhong)點領域電力需求側管(guan)理,優化(hua)工藝和生產流(liu)程,以可中斷負荷、可控負荷等方式參(can)與電力系統調(diao)(diao)節。 (四(si))多元(yuan)提(ti)升電(dian)(dian)力(li)系統調(diao)(diao)節能力(li)。加(jia)強(qiang)煤(mei)電(dian)(dian)機組靈活性改造,推動自(zi)備電(dian)(dian)廠主動參與調(diao)(diao)峰(feng),優(you)化煤(mei)電(dian)(dian)調(diao)(diao)度(du)方式,合(he)理確定(ding)調(diao)(diao)度(du)順(shun)序和調(diao)(diao)峰(feng)深度(du)。研(yan)究(jiu)推進(jin)大型水(shui)電(dian)(dian)站優(you)化升級,有序建設抽水(shui)蓄能電(dian)(dian)站。加(jia)強(qiang)新(xin)型儲能技術攻關(guan)和多場(chang)景(jing)應用。推進(jin)長(chang)時儲熱(re)型發電(dian)(dian)、熱(re)電(dian)(dian)耦合(he)、中高溫熱(re)利(li)用等光(guang)熱(re)應用。鼓勵生物質發電(dian)(dian)項目(mu)提(ti)供調(diao)(diao)峰(feng)等輔助服務(wu)。 三、加快推進重點領域可再生(sheng)能源替代應用(yong) (五)協同推(tui)進工(gong)業(ye)(ye)用能(neng)(neng)綠(lv)色(se)低(di)碳(tan)(tan)轉型(xing)。科學引(yin)導(dao)工(gong)業(ye)(ye)向可(ke)再生能(neng)(neng)源(yuan)(yuan)(yuan)富集、資(zi)源(yuan)(yuan)(yuan)環(huan)境可(ke)承載地(di)區(qu)有序轉移,強化(hua)(hua)(hua)鋼(gang)(gang)鐵、有色(se)、石化(hua)(hua)(hua)化(hua)(hua)(hua)工(gong)、建材(cai)、紡織、造(zao)紙等(deng)行(xing)業(ye)(ye)與可(ke)再生能(neng)(neng)源(yuan)(yuan)(yuan)耦合發展(zhan)(zhan)。提高短(duan)流程煉鋼(gang)(gang)占比,在(zai)冶金(jin)、鑄(zhu)造(zao)、建材(cai)、日用玻璃、有色(se)、化(hua)(hua)(hua)工(gong)等(deng)重點(dian)行(xing)業(ye)(ye)推(tui)廣電(dian)(dian)鍋(guo)爐、電(dian)(dian)窯爐、電(dian)(dian)加(jia)熱(re)等(deng)技術(shu)。在(zai)工(gong)業(ye)(ye)園區(qu)、大型(xing)生產企業(ye)(ye)等(deng)周邊地(di)區(qu)開展(zhan)(zhan)新(xin)能(neng)(neng)源(yuan)(yuan)(yuan)源(yuan)(yuan)(yuan)網(wang)荷儲一(yi)體化(hua)(hua)(hua)項目,推(tui)動(dong)工(gong)業(ye)(ye)綠(lv)色(se)微電(dian)(dian)網(wang)建設應(ying)用、綠(lv)色(se)電(dian)(dian)力直接供應(ying)和燃(ran)(ran)煤(mei)自備(bei)電(dian)(dian)廠(chang)替代(dai)。加(jia)快(kuai)在(zai)造(zao)紙、印(yin)染、食品加(jia)工(gong)等(deng)領域(yu)(yu)推(tui)廣可(ke)再生能(neng)(neng)源(yuan)(yuan)(yuan)中(zhong)低(di)溫(wen)熱(re)利用。在(zai)合成(cheng)氨、合成(cheng)甲醇、石化(hua)(hua)(hua)、鋼(gang)(gang)鐵等(deng)領域(yu)(yu)鼓(gu)勵低(di)碳(tan)(tan)氫(qing)規模(mo)化(hua)(hua)(hua)替代(dai)高碳(tan)(tan)氫(qing),探(tan)索建設風光(guang)氫(qing)氨醇一(yi)體化(hua)(hua)(hua)基地(di)。在(zai)保障好居民冬(dong)季(ji)取(qu)暖前提下推(tui)進熱(re)電(dian)(dian)聯產機組供熱(re)范(fan)圍(wei)內燃(ran)(ran)煤(mei)鍋(guo)爐關停整合,因地(di)制宜推(tui)進耦合生物質燃(ran)(ran)燒技術(shu)改造(zao),鼓(gu)勵發展(zhan)(zhan)大容量燃(ran)(ran)煤(mei)鍋(guo)爐摻綠(lv)氨燃(ran)(ran)燒。加(jia)快(kuai)推(tui)動(dong)油氣勘(kan)探(tan)開發與可(ke)再生能(neng)(neng)源(yuan)(yuan)(yuan)融(rong)合發展(zhan)(zhan),打(da)造(zao)低(di)碳(tan)(tan)零碳(tan)(tan)油氣田。 (六)加(jia)快交(jiao)通運(yun)輸和可再生能源融合(he)互動(dong)(dong)。建(jian)設可再生能源交(jiao)通廊(lang)道。鼓(gu)勵在(zai)具備條(tiao)件的高速公路(lu)休息區、鐵(tie)路(lu)車(che)站、汽車(che)客運(yun)站、機場和港(gang)口(kou)推(tui)進光儲(chu)充放多功能綜合(he)一體站建(jian)設。加(jia)快發展(zhan)電(dian)(dian)動(dong)(dong)乘用(yong)(yong)(yong)車(che),穩步推(tui)進公交(jiao)車(che)電(dian)(dian)動(dong)(dong)化(hua)替代,探(tan)索推(tui)廣應(ying)用(yong)(yong)(yong)新能源中重型(xing)貨車(che)。積極探(tan)索發展(zhan)電(dian)(dian)氣化(hua)公路(lu),加(jia)大鐵(tie)路(lu)電(dian)(dian)氣化(hua)改造力度(du)。推(tui)進船(chuan)舶靠港(gang)使(shi)用(yong)(yong)(yong)岸電(dian)(dian),鼓(gu)勵綠(lv)色電(dian)(dian)動(dong)(dong)智(zhi)能船(chuan)舶試(shi)點應(ying)用(yong)(yong)(yong)。推(tui)動(dong)(dong)可持續航空燃料(liao)應(ying)用(yong)(yong)(yong),開展(zhan)電(dian)(dian)動(dong)(dong)垂直(zhi)起降(jiang)航空器(qi)試(shi)點運(yun)行。有序推(tui)廣車(che)用(yong)(yong)(yong)綠(lv)色清潔液體燃料(liao)試(shi)點應(ying)用(yong)(yong)(yong)。支持有條(tiao)件的地(di)區開展(zhan)生物(wu)(wu)柴油(you)、生物(wu)(wu)航煤、生物(wu)(wu)天然氣、綠(lv)色氫氨醇等在(zai)船(chuan)舶、航空領(ling)域(yu)的試(shi)點運(yun)行。 (七)深化建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)可(ke)再生(sheng)能(neng)(neng)源集成(cheng)應(ying)用(yong)(yong)。把優先利用(yong)(yong)可(ke)再生(sheng)能(neng)(neng)源納入(ru)城鎮的規劃(hua)、建(jian)(jian)(jian)(jian)(jian)設(she)、更(geng)新和改造(zao)。推(tui)(tui)動(dong)城鎮新建(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全(quan)面(mian)(mian)執行綠色建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)標準,不斷提(ti)高可(ke)再生(sheng)能(neng)(neng)源電力、熱(re)(re)力和燃(ran)氣的替(ti)代(dai)要(yao)求(qiu)。推(tui)(tui)廣(guang)超低能(neng)(neng)耗、近(jin)零能(neng)(neng)耗建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu),發(fa)展近(jin)零碳建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu),推(tui)(tui)動(dong)建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)柔(rou)性(xing)用(yong)(yong)電技術應(ying)用(yong)(yong)。推(tui)(tui)動(dong)既有建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)屋(wu)頂(ding)加裝光(guang)伏(fu)系統(tong),推(tui)(tui)動(dong)有條件的新建(jian)(jian)(jian)(jian)(jian)廠(chang)房、新建(jian)(jian)(jian)(jian)(jian)公(gong)(gong)共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)應(ying)裝盡裝光(guang)伏(fu)系統(tong)。推(tui)(tui)動(dong)新建(jian)(jian)(jian)(jian)(jian)公(gong)(gong)共建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)全(quan)面(mian)(mian)電氣化,推(tui)(tui)廣(guang)電熱(re)(re)泵熱(re)(re)水器、高效電磁(ci)爐灶等替(ti)代(dai)燃(ran)煤燃(ran)氣產品,推(tui)(tui)動(dong)高效直流電器與設(she)備應(ying)用(yong)(yong)。在太陽(yang)能(neng)(neng)資源較豐(feng)富地(di)(di)(di)(di)區(qu)及有穩(wen)定(ding)熱(re)(re)水需(xu)求(qiu)的建(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)中積(ji)極推(tui)(tui)廣(guang)太陽(yang)能(neng)(neng)熱(re)(re)應(ying)用(yong)(yong)。因地(di)(di)(di)(di)制宜(yi)推(tui)(tui)進地(di)(di)(di)(di)熱(re)(re)能(neng)(neng)、空(kong)氣源熱(re)(re)泵和集中式(shi)生(sheng)物質(zhi)能(neng)(neng)等供(gong)熱(re)(re)制冷應(ying)用(yong)(yong),偏遠地(di)(di)(di)(di)區(qu)可(ke)按(an)照(zhao)就(jiu)地(di)(di)(di)(di)取材(cai)原則(ze)利用(yong)(yong)戶用(yong)(yong)生(sheng)物質(zhi)成(cheng)型燃(ran)料爐具供(gong)暖。 (十)加快試(shi)點應(ying)(ying)(ying)用。開(kai)(kai)展(zhan)(zhan)深遠(yuan)海漂浮式海上風電(dian)、年(nian)產(chan)千萬立方米級(ji)生物(wu)天然氣(qi)工程(cheng)等試(shi)點應(ying)(ying)(ying)用,推(tui)(tui)動光熱與風電(dian)光伏(fu)深度(du)聯合(he)(he)運行(xing)。在(zai)工廠和(he)園區開(kai)(kai)展(zhan)(zhan)綠(lv)色直供電(dian)試(shi)點,推(tui)(tui)進構網型、孤網運行(xing)、自備性質的可再生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)綜合(he)(he)利用工程(cheng)試(shi)點。結合(he)(he)資(zi)源(yuan)(yuan)(yuan)(yuan)條件(jian)因地制宜(yi)推(tui)(tui)進大型燃(ran)煤(mei)發電(dian)鍋(guo)爐摻燒(shao)農林廢棄物(wu)等耦合(he)(he)生物(wu)質燃(ran)燒(shao)技(ji)術改(gai)造。鼓勵引導可再生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)設備更(geng)新升級(ji)和(he)廢舊設備設施循環利用。在(zai)鋼鐵、有色金(jin)(jin)屬、石化(hua)(hua)化(hua)(hua)工和(he)建(jian)材等領域推(tui)(tui)廣低碳(tan)零碳(tan)生產(chan)工藝(yi)和(he)工業流程(cheng)再造技(ji)術應(ying)(ying)(ying)用。開(kai)(kai)展(zhan)(zhan)氫冶金(jin)(jin)和(he)氫基化(hua)(hua)工技(ji)術推(tui)(tui)廣應(ying)(ying)(ying)用。推(tui)(tui)動光儲端信(xin)產(chan)業融合(he)(he)創新,探索開(kai)(kai)展(zhan)(zhan)光儲充放一體化(hua)(hua)試(shi)點。支持(chi)園區、企(qi)業、大型公共(gong)建(jian)筑等開(kai)(kai)展(zhan)(zhan)發供用高比(bi)例新能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)試(shi)點,大幅提升新能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)電(dian)力(li)消費(fei)占比(bi)。在(zai)具備基礎(chu)的國家和(he)省級(ji)經(jing)濟開(kai)(kai)發區,以市(shi)場化(hua)(hua)方式打(da)造新增(zeng)能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)消費(fei)100%由可再生能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)供給的綠(lv)色能(neng)(neng)源(yuan)(yuan)(yuan)(yuan)試(shi)點園區。 五(wu)、強(qiang)化可再生能源(yuan)替代保障(zhang)措施 (十七)加強宣傳(chuan)引導。動(dong)員(yuan)全(quan)民參與(yu)可(ke)(ke)再生(sheng)(sheng)能(neng)源替代行動(dong),組織開展城市、鄉村、社區(qu)、園區(qu)可(ke)(ke)再生(sheng)(sheng)能(neng)源應用培訓和試點活(huo)動(dong),大力支持可(ke)(ke)再生(sheng)(sheng)能(neng)源產品的銷售和使用,促進居民踐行和推(tui)廣綠色生(sheng)(sheng)活(huo)方式(shi)。 各(ge)級發展改革、能(neng)(neng)源(yuan)、工業和(he)信息化、交(jiao)通運輸、住房(fang)和(he)城(cheng)鄉建設、農業農村、科技、財政、自(zi)然資(zi)源(yuan)、生(sheng)態環境、金融、數(shu)據、鐵路、民用(yong)航空等部門按照(zhao)職能(neng)(neng)分工加(jia)強(qiang)協同配合,加(jia)強(qiang)統籌協調和(he)督促指導,推進本意(yi)見組織(zhi)實(shi)(shi)施。各(ge)地(di)區要(yao)充分認識(shi)可再生(sheng)能(neng)(neng)源(yuan)替代(dai)行動(dong)的重要(yao)性、緊迫性,結(jie)合本地(di)區經濟社會發展實(shi)(shi)際,以及新型電(dian)力系(xi)統建設工作,切(qie)實(shi)(shi)加(jia)快推進可再生(sheng)能(neng)(neng)源(yuan)替代(dai)。
