“雙碳”目標有了科技支撐“施工圖”

  8月(yue)17日,科技(ji)部、國家發改(gai)委、工信(xin)部、生(sheng)態環境(jing)部等(deng)九部門聯(lian)合印發《科技(ji)支撐碳達峰碳中(zhong)和(he)實施(shi)方案(an)(2022—2030年(nian))》(以下(xia)簡稱《實施(shi)方案(an)》),統籌提(ti)出支撐2030年(nian)前(qian)實現碳達峰目標的科技(ji)創(chuang)新行動和(he)保障(zhang)舉措,并為2060年(nian)前(qian)實現碳中(zhong)和(he)目標做好(hao)技(ji)術(shu)研發儲備。
  《實(shi)施方案(an)》提出,到2025年(nian)(nian)(nian),實(shi)現重(zhong)點(dian)行業和(he)(he)領(ling)域(yu)低(di)碳(tan)關鍵核(he)心技(ji)術的(de)(de)重(zhong)大突破,支撐單位國內(nei)生產總(zong)值(GDP)二氧(yang)化碳(tan)排放(fang)比2020年(nian)(nian)(nian)下降18%,單位GDP能源(yuan)消耗比2020年(nian)(nian)(nian)下降13.5%;到2030年(nian)(nian)(nian),進一步研究突破一批(pi)碳(tan)中和(he)(he)前沿和(he)(he)顛覆性技(ji)術,形(xing)成一批(pi)具有顯著影響力(li)(li)的(de)(de)低(di)碳(tan)技(ji)術解決方案(an)和(he)(he)綜合示范工程,建(jian)立(li)更(geng)加完善(shan)的(de)(de)綠色低(di)碳(tan)科技(ji)創新體(ti)系,有力(li)(li)支撐單位GDP二氧(yang)化碳(tan)排放(fang)比2005年(nian)(nian)(nian)下降65%以上,單位GDP能源(yuan)消耗持(chi)續大幅(fu)下降。

  在(zai)(zai)能(neng)(neng)源綠(lv)色低(di)碳(tan)(tan)(tan)(tan)(tan)轉型科技(ji)(ji)支(zhi)撐(cheng)行動(dong)方(fang)(fang)面(mian)(mian),《實(shi)施方(fang)(fang)案》明確,立足以煤為主的(de)資源稟賦,抓好煤炭清(qing)潔高效(xiao)利用,增加(jia)新能(neng)(neng)源消納能(neng)(neng)力(li)(li),推動(dong)煤炭和(he)新能(neng)(neng)源優化組合(he),保(bao)障國家能(neng)(neng)源安(an)全(quan)并降低(di)碳(tan)(tan)(tan)(tan)(tan)排放;在(zai)(zai)低(di)碳(tan)(tan)(tan)(tan)(tan)與零(ling)(ling)(ling)碳(tan)(tan)(tan)(tan)(tan)工(gong)業(ye)流程(cheng)再造(zao)技(ji)(ji)術(shu)突(tu)破行動(dong)方(fang)(fang)面(mian)(mian),以原料燃料替代、短流程(cheng)制造(zao)和(he)低(di)碳(tan)(tan)(tan)(tan)(tan)技(ji)(ji)術(shu)集成(cheng)耦合(he)優化為核(he)心(xin),引領高碳(tan)(tan)(tan)(tan)(tan)工(gong)業(ye)流程(cheng)的(de)零(ling)(ling)(ling)碳(tan)(tan)(tan)(tan)(tan)和(he)低(di)碳(tan)(tan)(tan)(tan)(tan)再造(zao);在(zai)(zai)建筑交通低(di)碳(tan)(tan)(tan)(tan)(tan)零(ling)(ling)(ling)碳(tan)(tan)(tan)(tan)(tan)技(ji)(ji)術(shu)攻關行動(dong)方(fang)(fang)面(mian)(mian),圍繞交通和(he)建筑行業(ye)綠(lv)色低(di)碳(tan)(tan)(tan)(tan)(tan)轉型目(mu)標,以脫碳(tan)(tan)(tan)(tan)(tan)減排和(he)節能(neng)(neng)增效(xiao)為重點,大(da)力(li)(li)推進低(di)碳(tan)(tan)(tan)(tan)(tan)零(ling)(ling)(ling)碳(tan)(tan)(tan)(tan)(tan)技(ji)(ji)術(shu)研發(fa)與推廣(guang)應用。
另外,在負(fu)(fu)碳(tan)(tan)及非二氧(yang)(yang)化(hua)碳(tan)(tan)溫室氣體減排技(ji)(ji)術(shu)(shu)能(neng)力(li)提升(sheng)(sheng)行(xing)動方(fang)面,聚焦(jiao)提升(sheng)(sheng)CCUS、綠色(se)碳(tan)(tan)匯、藍色(se)碳(tan)(tan)匯等負(fu)(fu)碳(tan)(tan)技(ji)(ji)術(shu)(shu)能(neng)力(li),對(dui)甲烷、氧(yang)(yang)化(hua)亞氮(dan)等非二氧(yang)(yang)化(hua)碳(tan)(tan)溫室氣體監測和(he)減量替代(dai)技(ji)(ji)術(shu)(shu)進行(xing)針對(dui)性(xing)部署;在前(qian)沿顛覆性(xing)低(di)(di)(di)碳(tan)(tan)技(ji)(ji)術(shu)(shu)創新(xin)行(xing)動方(fang)面,圍繞驅動產業變革的目標,聚焦(jiao)基礎研究最新(xin)突破,加快培(pei)育顛覆性(xing)技(ji)(ji)術(shu)(shu)創新(xin)路(lu)徑,引領實現產業和(he)經(jing)濟發展(zhan)方(fang)式的迭代(dai)升(sheng)(sheng)級;在低(di)(di)(di)碳(tan)(tan)零碳(tan)(tan)技(ji)(ji)術(shu)(shu)示范行(xing)動方(fang)面,形成(cheng)一批(pi)可復(fu)制可推廣的先(xian)進技(ji)(ji)術(shu)(shu)引領的節能(neng)減碳(tan)(tan)技(ji)(ji)術(shu)(shu)綜合解決方(fang)案,并(bing)開展(zhan)一批(pi)典型低(di)(di)(di)碳(tan)(tan)技(ji)(ji)術(shu)(shu)應用示范,促進低(di)(di)(di)碳(tan)(tan)技(ji)(ji)術(shu)(shu)成(cheng)果轉移轉化(hua)。
  在碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中和(he)(he)管(guan)理決(jue)策支(zhi)撐行(xing)動方(fang)(fang)(fang)面(mian),加(jia)強碳(tan)(tan)(tan)減(jian)排監(jian)測、核查、核算、評估技(ji)(ji)(ji)術(shu)體(ti)系研究建議,提(ti)出不同產業(ye)(ye)(ye)門類、區域的碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中和(he)(he)發展路徑和(he)(he)技(ji)(ji)(ji)術(shu)支(zhi)撐體(ti)系;在碳(tan)(tan)(tan)達(da)峰(feng)碳(tan)(tan)(tan)中和(he)(he)創(chuang)(chuang)新(xin)(xin)項(xiang)目、基(ji)(ji)地(di)、人(ren)才協(xie)同增效行(xing)動方(fang)(fang)(fang)面(mian),著力加(jia)強國家科技(ji)(ji)(ji)計劃對(dui)低(di)(di)碳(tan)(tan)(tan)科技(ji)(ji)(ji)創(chuang)(chuang)新(xin)(xin)的系統(tong)部署(shu),推(tui)動國家綠(lv)(lv)色(se)(se)(se)低(di)(di)碳(tan)(tan)(tan)創(chuang)(chuang)新(xin)(xin)基(ji)(ji)地(di)建設和(he)(he)人(ren)才培養,加(jia)強項(xiang)目、基(ji)(ji)地(di)和(he)(he)人(ren)才協(xie)同,提(ti)升(sheng)創(chuang)(chuang)新(xin)(xin)驅動合力和(he)(he)國家創(chuang)(chuang)新(xin)(xin)體(ti)系整(zheng)體(ti)效能;在綠(lv)(lv)色(se)(se)(se)低(di)(di)碳(tan)(tan)(tan)科技(ji)(ji)(ji)企業(ye)(ye)(ye)培育(yu)與(yu)服務行(xing)動方(fang)(fang)(fang)面(mian),加(jia)快完善綠(lv)(lv)色(se)(se)(se)低(di)(di)碳(tan)(tan)(tan)科技(ji)(ji)(ji)企業(ye)(ye)(ye)孵化服務體(ti)系,培育(yu)一批低(di)(di)碳(tan)(tan)(tan)科技(ji)(ji)(ji)領(ling)軍企業(ye)(ye)(ye),優化綠(lv)(lv)色(se)(se)(se)低(di)(di)碳(tan)(tan)(tan)領(ling)域創(chuang)(chuang)新(xin)(xin)創(chuang)(chuang)業(ye)(ye)(ye)生態。
  為確保(bao)(bao)《實(shi)施方案》的(de)貫徹落實(shi),科(ke)技(ji)部(bu)有關(guan)(guan)負責人表(biao)示,科(ke)技(ji)部(bu)將加強機(ji)制(zhi)保(bao)(bao)障(zhang),建(jian)立(li)雙碳(tan)(tan)科(ke)技(ji)創新部(bu)際(ji)協(xie)調機(ji)制(zhi)和(he)(he)國(guo)家碳(tan)(tan)中(zhong)(zhong)和(he)(he)科(ke)技(ji)專家委員會,同(tong)時(shi)(shi)持(chi)續(xu)推進(jin)科(ke)研體制(zhi)機(ji)制(zhi)改(gai)革,釋放(fang)創新活力(li),營造(zao)適宜碳(tan)(tan)達峰(feng)碳(tan)(tan)中(zhong)(zhong)和(he)(he)科(ke)技(ji)發展的(de)創新環(huan)境。同(tong)時(shi)(shi),加強碳(tan)(tan)中(zhong)(zhong)和(he)(he)技(ji)術(shu)(shu)跟(gen)蹤監測,重(zhong)點關(guan)(guan)注碳(tan)(tan)中(zhong)(zhong)和(he)(he)技(ji)術(shu)(shu)的(de)研發和(he)(he)應用(yong)投入,通過科(ke)技(ji)考核評價機(ji)制(zhi)促進(jin)技(ji)術(shu)(shu)優選(xuan)與(yu)迭代。此外(wai),還將強化技(ji)術(shu)(shu)成果(guo)的(de)產(chan)權保(bao)(bao)護,推進(jin)完善國(guo)家科(ke)技(ji)知識(shi)產(chan)權相關(guan)(guan)法律法規(gui)建(jian)設,推動建(jian)立(li)低碳(tan)(tan)技(ji)術(shu)(shu)侵權行為信(xin)息記(ji)錄并納入全(quan)國(guo)公共(gong)信(xin)用(yong)共(gong)享平臺。
